My speed tests have always consistently run 170-180 Mbps down and 11-12 up (my speed tier is 150) until recently. I happened across these forums when searching for similar issues today - my service is through Comcast, not AT&T, but I've been seeing the exact same things described here. Or at least no drops below 100 like it was with Comcast.

HOWEVER, it's early in the morning and that could be the reason for the faster speeds. Normally I would get a 1mb/s to 50mb/s on the speed test for the xbox and normally 40mb/s on the download. I was also able to download a game with around 160-190mb/s.

I got the normal download/upload on my pc's and my mac but on the xbox I got a 500+ down and up. anyways, I made sure the settings matched yours and enabled IPV6.

I'm not 100% sure what you meant by getting 800 down/up, if you are talking about just your computers along with the xbox or not. I also have pace and the seond router both doing DHCP since the pace is in the 1.1 and the 2nd router is in the 2.1 range. I have the wifi on my pace turned off and use my second router for the wifi and get much better preformance. I also have another router that is set to 192.168.2.1 so my setup is much like yours. I had already pretty much had the firewall settings you have in theĀ "Enhanced Security." section.
